dead animals or parts thereof not killed for human food, and animal offal, within the limits of the City of University ,City wherever found. Section 4. The said Supervisor of Sanitation may make rules and regulations for the collection and disposal of the said garbage, hotel and house offal, slaughter house offal, refuse, animal and vegetable matter, dead animals, or parts thereof, not killed for 3 human food, and animal offal; provided that in no case shall dead animals be hauled, transported or conveyed through the streets bO i 3 in a water tight wagon box with wood, canvas or other substantial sides and top , or a motor truck similarly c mstruoted, so as to entirely obscure from view such dead animal or animals while being so hauled, transported or oonveyed. Section 5. Said Supervisor of Sanitation may =ploy, with the consent and approval of the Mayor and Board of Aldermen, such drivers,, helpers, teams and trucks as are necessary to the efficient collection and disposition of garbage and refuse within the city Cr University City, and shall have charge and authority over said k employees and shall make such dispositions of their serviais as he d deems best for the expeditious an efficient operation of the said a department. Section 6. It shall be the duty of the said Supervisor of Sanitation to maintain and keep in good repair the equipment , tools and wagons used in the collection and disposition of garbage and to see that such equipment , tools and wagons are kept in sanitary and healthful conditions and to see to it that all garbage wagons are property covered while transporting and carrying garbage and refuse through the streets of the City. Section 7. It shall be the further duty of the Supervisor of Sanitation to see that no garbage or refuse is permitted to remain upon the premises of the residents of the City and that no unhealth- ful a ownlation of `garbage or refaso is permitted any place within.
