Session 1789 <br />July 24, 2000 <br /> <br />consisted of capital outlay projects carried over from prior years. Actual operating <br />expenditures were less than budgeted. Pending audit, we begin the July 1, 2000 fiscal <br />year with sufficient reserves to provide a sound financial basis for City services. <br /> <br />Mr. Wagner moved approval of the budget transfers. Mr. Schoomer seconded the motion. <br /> <br />Mr. Lieberman asked several questions concerning the transfers, which Mr. Ollendorff <br />stated that he would research and get back with him. <br /> <br />The motion carried unanimously. <br /> <br />AGENDA ITEM #3 - PUBLIC HEARING - VACATING PURCELL WALKWAY: <br /> <br />In response to a petition signed by residents of the Roth Grove Neighborhood a public <br />hearing has been scheduled this day, time and place to hear comments on the proposal to <br />vacate the Purcell walkway. The residents allege that the north area of the walkway near <br />Bartmer is a place where some illegal activities occur, such as excessive noise and the use <br />of illegal drugs. The residents believe, and Mr. Ollendorff concurs, there is not a high level <br />of public need for this walkway thus the City Council may wish to request preparation of a <br />bill to carry out this vacating. Notices for the public hearing were posted as legally required <br />and forwarded to the property owners abutting the walkway. <br /> <br />Lynn Eddington, 6850 Bartmer stated that the walkway was between her house and 6900 <br />Bartmer. She said that it is a severe nuisance because of the trash from Jack in the Box <br />and Schnucks and in addition there is a lot of noise. She stated that some of the mentally <br />ill patients were loitering in this area and she would like to see it fenced off. <br /> <br />Angela Dixon, 1062 Purcell Ave, stated that she lives a little north of the walkway and <br />wished for a definition of the term vacating. Mayor Adams responded that the City <br />generally vacates public property that is adjacent to a residence. This property upon <br />vacation is then split evenly among the adjacent property owners. The vacated property is <br />now the property of the adjacent owners and must be maintained by them as well. She <br />would like to see this property fenced off with the tallest and widest fence possible, so that <br />pedestrian traffic will no longer be allowed. <br /> <br />Richard Dockerr, 6844 Crest, also supports vacating this walkway and also would like to <br />see a fence put up as well. <br /> <br />Mr. Lieberman stated that it was important for these owners to understand that once the <br />City vacates this property it will belong to the residents on either side of the property, <br />consequently becoming private property.
