Session 1790 <br />August 7, 2000 <br /> <br />13. Lighting of all exterior areas, including all parking areas, shall comply with the <br /> requirements of Section 34.93.7 of the Zoning Code, and shall be designed to be <br /> compatible with surrounding areas, shall be shaded to direct light downward and <br /> away from abutting uses. <br /> <br />14. <br /> <br />Payphones shall only be located on the interior of the retail building and shall be in <br />full observation of store employees. <br /> <br />15. <br /> <br />The operator of the convenience store/gasoline station shall regularly police the site <br />and the area adjacent to the store to prohibit loitering on the property. <br /> <br />Mr. Ollendorff recommends revising the outside speaker prohibition to a condition that <br />speakers not be audible from adjacent residential property. Finally, it should be made clear <br />that no liquor sales will be approved. <br /> <br />The proposed use is in compliance with the City's comprehensive plan. The conditions to <br />be imposed have proven effective at other University City locations in protecting residential <br />neighborhoods from adverse consequences. <br /> <br />Mr. Munkel moved approval. Mr. Schoomer seconded the motion. <br /> <br />Mr. Ollendorff said that the City Council has received the minutes from the last two Plan <br />Commission meetings, in which are included all the comments from the neighbors. The <br />Council does realize how the neighbors feel about this by reading the minutes. <br /> <br />Responding to Mr. Wagner, Mr. Ollendorff said that the prohibition on gas deliveries before <br />8 a.m. was mentioned by a few neighbors but was not added as a condition by the <br />Planning staff. <br /> <br />Mr. Wagner asked that an additional condition be added that prohibits gas deliveries before <br />8a.m. <br /> <br />Mahmood Mubeen, applicant for 7498 Delmar, stated that he has no problem with the <br />prohibition of deliveries prior to 8 a.m. and agrees with all the other conditions. <br /> <br />Carol Rossel, 7407 Teasdale, said that the owner had told them that there was not going <br />to be any speakers installed. She would recommend that this go back to the Plan <br />Commission because they do not want speakers at this location now or in the future. <br /> <br />Daniel Dugan, 7439 Washington, stated that they weren't completely happy with the Plan <br />Commission's recommendation, so they had met with Mr. Mubeen again and are, <br /> <br />5 <br /> <br /> <br />
