Public
notices of the hearing have been posted in compliance with applicable laws. A letter was
forwarded to representatives of WideOpen West advising them that, if they chose to do so,
they could present their application during the hearing. Mr. Ollendorff's review of the
application revealed that it is complete and ready for Council consideration. Because
competition in markets leads to lower prices for consumers and a better quality of service,
it is Mr. Ollendofff's opinion that the public interest would be served by issuing a cable
franchise agreement to WideOpen West. As such, Mr. Ollendorff recommends that the
City Council direct staff to prepare a written franchise for their consideration.

Mayor Adams declared the public hearing open at 7:40 p.m. Being that there were no
requests to speak, Mayor Adams closed the hearing immediately at 7:40 p.m.

Mr. Lieberman asked to have the operator come up to the podium to answer questions.

Chris Julian, 9800 Mt. Pyramid Ct., Englewood, CO, is the representative of
WideOpenWest. Responding to Mr. Lieberman's several questions, Mr. Julian stated that
at this time they have applied for over 50 franchises throughout the St. Louis area, so it is
hard to determine at this time exactly where the network facilities will be located. Mr.
Julian said that based on experience in other markets, the cost of basic service would
probably be about $29.95. He added that the citizens would be surveyed on current and
existing services in order to provide the best, competitive service in the area. They are

3
