PROPOSITION NO. 5 <br /> <br />Article IV, Section 20, is hereby amended by restructuring said <br />section so as to delete the listing by names of administrative <br />departments and boards and commissions, and substituting in lieu <br />thereof a section providing that the city council may establish <br />departments, boards and commissions in addition to those created <br />by the Charter and prescribe their functions, and providing further <br />that no function assigned by the Charter to a particular department, <br />board or commission may be discontinued or, unless the Charter <br />specifically so provides, assigned to any other department, board <br />or commission, so that said section as so amended, shall read as <br />follows: <br /> <br />The council may establish administrative departments, <br />boards and commissions in addition to those created <br />by this Charter and may prescribe the functions of <br />all departments, boards and commissions, except that <br />no function assigned by this Charter to a particular <br />department, board or commission may be discontinued or, <br />unless this Charter specifically so provides, assigned <br />to any other department, board or commission. <br /> <br />PROPOSITION NO. 6 <br /> <br /> Article IV, Section 21, is hereby amended by eliminating so much of <br />said section which provides that the director of the police department <br />shall be the chief of police and the director of the fire department <br />shall be the fire chief, so that said section as so amended, shall <br />read as follows: <br /> <br />As the head of each department, there shall be a <br />director, who shall be an officer of the city and <br />shall have supervision and control of the department, <br />subject to the city manager. The city manager may <br />designate the same individual as a director of two <br />or more departments and may require the director of <br />a department to serve as head of one or more divisions. <br /> <br />PROPOSITION NO. 7 <br /> <br />Article VI, Section 27, is hereby amended by eliminating so much of <br />subsection (9) thereof which provides that checks drawn by the direc- <br />tor of finance shall be valid only when countersigned by the city <br />clerk, so that said section as so amended, shall read as follows: <br /> <br />The city manager shall be the director of finance, <br />unless otherwise provided by the council, in which <br />event the director shall be appointed by the city <br />manager. He shall have knowledge of municipal <br />accounting and taxation and shall have experience <br />in budgeting and financial control. He shall provide <br />a bond,furnishedby an accredited surety company <br />acceptable to the council in such amount as the <br />council may require, the cost of which shall be <br />paid by the city. He shall have charge of the admin- <br />istration of the financial affairs of the city, <br />subject to the supervision and direction of the city <br />manager, and to that end he shall have authority and <br />be required to: <br /> <br />(1) Compile both the current expense and capital esti- <br />mates for the budget for the city manager. <br /> <br />(2) Supervise and be responsible for the disbursement of <br />all monies and have control over all expenditures to <br />insure that budget appropriations are not exceeded. <br /> <br />-5- <br /> <br /> <br />
