I <br /> 4 <br /> 34_39.6. Site_plan review for new construction or building additions. <br /> No building permits shall be issued for the construction of new s <br /> buildings or for substantial additions to existing buildings unless <br /> expressly authorized by the city council after a site plan review is <br /> completed as provided in section 34-39, subject to such protective <br /> restrictions and conditions that the council may deem necessary. For <br /> the purposes of this provision, "substantial addition" shall mean an <br /> increase of twenty-five (25) percent or more in the floor area of <br /> any building. <br /> r <br /> 34-39.7. Use regulations. <br /> a. Access: No site or lot shall be rezoned to a "PD" classifi- <br /> cation unless adequate automobile access, not exceeding five <br /> hundred (500) feet in traversed distance, is provided to a <br /> "major street" as specified in Chapter 21 of the Municipal Code. <br /> b. Lot size requirements: <br /> 1 . Minimum lot area: Twelve thousand five hundred (12,500) <br /> square feet for any use which involves the construction <br /> of a new structure or the expansion of an existing <br /> structure, except that the city council may authorize a <br /> smaller lot area by conditional use permit or site plan <br /> approval. <br /> 2. Minimum lot width: No requirements. <br /> 3. Minimum lot depth: No requirements, except that existing <br /> lots shall not be subdivided to decrease existing lot <br /> depth nor shall development be permitted on the front <br /> portion of a lot with the rear portion reserved for <br /> future development. <br /> c. Bulk regulations: <br /> 1. Maximum structure height: None. <br /> 2. Maximum lot coverage: None. <br /> t <br /> t <br /> 3. Maximum floor area ratio: 1.50. <br /> d. Yard and setback requirements: <br /> 1 . Minimum right-of-way setback: Thirty-five (35) feet; <br /> except if no automobile parking space or driveways are <br /> located between the public right-of way and any <br /> principal or accessory building, the minimum setback <br /> shall be ten (10) feet in width. <br /> 2. Minimum side or rear yard: None required except as <br /> provided under section 34-39.8, but if a side or rear <br /> yard is provided, no such yard shall be less than five <br /> (5) feet in width. <br /> e. Transitional Yards: Where a side or rear lot line coincides <br /> with a side or rear lot line of any lot in an adjacent <br /> residential zoning district,. then a landscaped yard at least <br /> fifteen (15) feet in width shall be provided along such a lot. <br /> Where a building exceeds three (3) stories or fifty (50) feet in <br /> height, whichever is less, then a landscaped yard of at least <br /> twenty (20) feet in width shall be provided. In addition, for <br /> any use which involves the construction of a new structure or <br /> the expansion of an existing structure, a decorative wall or <br /> fence at least six (6) feet but not more than eight (8) feet in <br /> height shall be provided in such transitional yard along the <br /> property line. <br /> 3 <br />
