27. Yard. An open space at grade on the same lot as•a building or <br /> structure located between the main building and the adjoining <br /> lot line, and/or street line. The measurement of a yard shall <br /> be the minimum horizontal distance between the lot line and the <br /> building or structure. <br /> REHABILITATION STANDARDS <br /> The project area's rehabilitation standards shall include: <br /> 1. Compliance with Laws, Ordinances and Urban Renewal Plan. All uses of <br /> land and construction of buildings shall conform with the applicable <br /> laws, ordinances, codes, and regulations of the City of University City <br /> and the State of Missouri, and with the officially adopted Urban Re- <br /> newal Plan. <br /> 2. Compliance with the Following'Standards with Respect to Rehabilitation, <br /> Conversion or Alteration. <br /> A. Plot Planning <br /> 1. Buildings on lots shall be eliminated when any of the following <br /> conditions are lacking: <br /> a. Convenient access to and circulation around the building <br /> for public services such as refuse collection, fire protec- <br /> tion or necessary utility easements. <br /> b. Adequate natural light and ventilation of interior rooms, <br /> c. Reasonable privacy for each living unit. <br /> d. Exterior maintenance of building. <br /> 2. Accessory or auxiliary structures, fences, ashpits and open <br /> incinerators shall be removed when any of the following condi- <br /> tions wrist: <br /> a. Structures obstruct light and air from doors or windows of <br /> any dwelling unit, <br /> b. Structures obstruct a safe means of access to any dwelling <br /> unit. <br /> c. Structures create fire and safety hazards, harbor rats, <br /> vermin or disease producing conditions. <br /> d. Structures are structurally unsafe. <br /> e. Structures are functionally obsolete, or <br /> f. Structures generate smoke, air pollution or otherwise en- <br /> danger the safety or health of the occupants of this or the <br /> adjoining premises. <br /> 3. Drainage of surface water shall be provided away from all sides <br /> of all buildings and off the lot in a manner which will prevent <br /> soil erosion and standing water and which will minimize the <br /> possibilities of dampness in crawl spaces and/or basements. <br /> 4. Driveways, walks and steps-shall be provided and maintained in <br /> good repair for functional, safe and convenient ascent and des- <br /> cent to and around the structure. <br /> S. Yards shall be provided with adequate lawn, ground cover, hed- <br /> ges, or bushes.
