habitable room nor shall any room in any basement be deemed to be <br /> any part of a dwelling unit under these regulations. <br /> 10. Clothes closet space shall be provided within each living unit on the <br /> basis of not less than lour square feet or 28 cubic feet per person. <br /> a. Mere separate closets for each existing bedroom are not possible, <br /> a closet elsewhere within the living unit may be acceptable pro- <br /> vided the minimum area is obtained and is reasonably accessible <br /> to the bedroom. . <br /> 11. Each living unit shall have a designated closet or other suitable <br /> space within the unit or locked space elsewhere within the building <br /> or other structure on the property, conveniently accessible, for <br /> general storage. The minimum volume of general storage space for <br /> each living unit shall be 100 cubic feet and should be appropriately <br /> increased for 3 or 4 bedroom living units. <br /> D. Structural <br /> 1. All structural components of the building shall be in sound condition <br /> and considered serviceable for the expected useful life of the-re- <br /> habilitated building. Sagging or out of plumb floors, chimneys, fire- <br /> places, partitions or stairs, and bulging of exterior walls shall be <br /> restored as near as practical to an acceptable level or plumb posi- <br /> tion; and supported or braced so as to prevent a recurrence of these <br /> conditions. Stair railings shall be rigid. Individual structural <br /> members in a seriously deteriorated condition shall be replaced. <br /> Loosely jointed structural members shall be restored to original <br /> rigidity. <br /> 2. Foundations and exterior walls shall provide safe and adequate sup- <br /> , port for all loads upon them, and prevent the entrance of water or <br /> excessive moisture. <br /> 3. Every provided facility, piece of equipment, or utility, and every <br /> chimney flue, cooling tower, smoke stack and similar appurtenances <br /> shall be installed and maintained in a safe and sound working con- <br /> ditionj all exposed surfaces of metal or wood shall be protected <br /> from the elements and against decay or rust by periodic application <br /> of weather coating material such as paint or similar surface treat- <br /> ' ment. <br /> 4. Each inside and outside stair and each appurtenance thereto shall be <br /> so constructed and maintained so as to be safe to use and capable of <br /> supporting the load that normal use may cause to be placed thereon <br /> and shall be in sound condition and good repair. No flight of <br /> stairs shall have settled out of its intended position or have <br /> pulled away from the supporting or adjacent structure. <br /> 9. Basement and foundation walls shall prevent the entrance of water <br /> or moisture into a basement or crawl space area. Cracks in the <br /> walls shall be effectively sealed, and loose or defective mortar <br /> joints shall be replaced. Where necessary, the interior or exterior <br /> face of the walls shall be dampproofed by bituminous coating and <br /> cement parging to prevent the entry of water. <br /> Any deficiencies in proper grading or paving adjacent to the building <br /> shall be corrected to assure surface drainage away from basement <br /> walls. <br /> 6. Partitions and other vertical supports which are to be continued in <br /> use shall be free of splits, excessive lean, buckling or other de- <br /> facts. <br /> 7. All floor construction shall provide safe and adequate support for <br /> all existing or probable loads and shall be reasonably free of ob- <br /> jectional vibration.'
