The floors of all basement-or cellar furnace rooms, or basements <br /> containing habitable space, shall be paved in an acceptable manner. <br /> 8. All accessory structures or exterior appurtenances such as fences, <br /> garages, sheds, shall be removed or replaced, if they are function- <br /> ally obsolete or repair is'not economically feasible. Garages which <br /> are to be restored to a standard condition shall be reconstructed <br /> according to specifications set forth in the City's BaMirg Code <br /> governing new construction, <br /> 9. The materials to be used.in repair or reconstructing all or part of <br /> a structure or accessory structure shall be essentially the same <br /> as the original materials in size, color and composition and shall <br /> match as closely as possible the in-place construction of the exist- <br /> ing structures. <br /> 10. Driveways, walks and steps shall be provided and maintained in good <br /> repair for functional, safe and convenient ascent and descent to and <br /> around the structure. On-site parking spaces shall be provided at a <br /> ratio of 3/4 space per dwelling units provided, however, that where <br /> there is insufficient space on a lot to meet such standard, on-site <br /> parking spaces shall be provided at a ratio of 1 space for each 2 <br /> dwelling units; provided further that where space limitations pre- <br /> clude compliance with ouch reduced standard, such property shall be <br /> deemed in compliance with off-street parking requirements. Adequate <br /> widths of driveways to on-site parking spaces shall be provided to <br /> allow for automobile passage and/or automobile passage and pedestrian I <br /> walk <br /> i <br /> E. Obneral Provisions <br /> 1. Every*interior wall,'inciuding woodwork and ceiling, shall be free of <br /> holes, cracks, loose plaster, or other loose building material. <br /> Plaster, paint and all other surface materials shall be of such-char- <br /> actor as to be easily cleanable, and shall be reasonably smooth, <br /> and tight. <br /> 2. All exterior surfaces, including gutters, shall be free•of deteriora- <br /> tion, holes, breaks, loose or rotting building material, and any <br /> other condition which might admit rain, wind or dampness or insects <br /> to the interior of the building. I <br /> 3. Roofings shall be watertight to prevent leakage into the building I <br /> and gutters shall be provided where roof overhangs do not protect <br /> against damage to the property. <br /> k. Toilet roam and bathroom floors and walls shall be constructed so , <br /> as to prevent leakage of water used under normal conditions which <br /> may cause deterioration or defects in structural members and ceil- <br /> ings below. In any area, used for a shower, water impervious mater- <br /> ials shall be used on walls to the height of the shower head. <br /> 5, All doors and windows shall be in sound working condition, shall be <br /> in good repair and shall be reasonably weatherproof, watertight and <br /> rodent proof. Every outside d6or and openable window shall be pro- <br /> vided with a screen of not less than sixteen mesh per inch, in good <br /> repair, and every screen door shall have a self closing device in <br /> good working condition. Openable basement windows shall be screened <br /> at all times with framed screens of a wire mesh sufficient to pre- <br /> vent entrance of insects or rodents. Defective locking mechanisms <br /> shall be replaced or corrected, <br /> 6.
