O <br /> <br />(c) Off-street Parking: Per current University City <br /> Zoning Code regulations. <br /> <br />(d) Off-street Loading: Per current University City <br /> Zoning Code regulations. <br /> <br />(e) Access To Property: There shall be no vehicular <br /> access to the property from Westgate. <br /> <br />(f) <br /> <br />Sidewalks: To create a continuous sidewalk, the <br />redeveloper is to repair or replace existing <br />sidewalk along the Vernon and Westgate Avenue <br />perimeter. <br /> <br />(~) <br /> <br />Utility Lines: The redeveloper shall be required <br />to provide for the underground placement of all <br />utility distribution lines servicing the <br />development. <br /> <br />C. Criteria for Approval <br /> <br />In order to assure adherence to the objectives set forth in this <br />Urban Renewal Plan, as well as design excellence, developers shall <br />agree to controls through such means as are deemed appropriate by <br />the Land Clearance for'Redevelopment Authority. Such controls will <br />be concerned both with functional and economic considerations, as <br />well as aesthetic criteria, and will not relieve such developers <br />from the obligation to comply with all applicable ordinances and <br />regulations. <br /> <br />Developers shall submit to the Authority preliminary designs which <br />will indicate proposed development of each site in the Urban <br />Renewal Area before working drawings are made. All such designs <br />will be evaluated by the Authority in terms of their meeting the <br />Urban Renewal Plan's objectives. <br /> <br />Effective Date and Period of Controls. The provisions and <br />requirements established under Section II, Land Use Plan, Land Use <br />Regulations and Controls for Site la, Site 2, Site 3a~ Site 3b, <br />Site 3c, Site 3d, Site 4, Site 4a, Site P-l, Site P-2, Site P-3 and <br />Site P-4 will. be in effect for a period of 20 years, commencing <br />from the effective date of approval of the amended Plan by the City <br />Council of University City, Missouri. <br /> <br />III. PROJECT PROPOSALS <br /> <br />A. Land Acquisition <br /> <br />1. The property to be acquired shall be as shown on the 'Project <br /> Area Nap (Acquisition Areas)", Exhibit A hereof. <br /> <br />Property not designated for acquisition on the "Project Area <br />Map (Acquisition Areas)", Exhibit A hereof, may be acquired by <br />the Authority if such property is not made to conform to the <br />Property Rehabilitation Standards and the controls and <br /> <br />-9- <br /> <br /> <br />
