EXISTING STRUCTURES <br /> <br />103.4 Rehabilitation: Buildings existing prior to July 15, 1963, in which <br />there is work involving repairs, alterations, additions or changes of use, <br />shall be made to conform to the code by applying the requirements of Article <br />32 or the provisions of Articles 2 through 31. <br /> <br />SECTION 108.0 PROFESSIONAL ARCHITECTURAL AND ENGINEERING SERVICES <br /> <br />108.1 Professionally Prepared Plans: All plans, computations and specifica- <br />tions shall be prepared by or under the direct supervision of a registered <br />architect or engineer, duly licensed in the State of Missouri to render this <br />service and shall bear that architect's or engineer's seal. The code official <br />shall be permitted to waive this requirement for miscellaneous structures of <br />conventional construction (such as room additions, carports, garages, storage <br />sheds, etc.). The cover sheet of each set of plans, computations and <br />specifications submitted to the code official shall bear an original embossed <br />or inked seal and an original signature of the registered architect or <br />engineer. <br /> <br />SECTION 109.0 DEPARTMENT OF BUILDING INSPECTION <br /> <br />109.1 Code Official: The term "department of building inspection" whenever <br />employed herein shall be construed to mean the Department of Planning and <br />Development of the City of University City and the term "code official" shall <br />be construed to mean the building commissioner of the City of University City, <br />or the duly authorized representative of the building commissioner. <br /> <br />109.2 Appointment: Is hereby deleted in its entirety. <br /> <br />109.5 Restriction on Employees:.. No official or employee connected with the <br />department of building inspection, except one whose only connection is that of <br />a member of a citizens board or commission shall be engaged in directly or <br />indirectly with the furnishing of labor, materials or appliances for the <br />construction, alteration or maintenance of any building within the City of <br />University City, or the preparation of plans or specifications therefor, with- <br />out the express approval of the City Manager, unless he or she is the owner of <br />the building; nor shall such officer or employee engage in any work which <br />conflicts with his or her official duties or with the interests of the <br />department. <br /> <br />SECTION 11t.O APPLICATION FOR PERMIT <br /> <br />111.1 When Permit is Required: It shall be unlawful to engage in any of the <br />following activities without first filing an application with the code offi- <br />cial in writing and obtaining the required permit therefor: <br /> <br /> 1) Construct, enlarge, alter, remove or demolish a structure; <br />2) Change the occupancy of a structure to one requiring greater <br /> strength, more exits, or increased sanitary provisions; <br />3) Change the use of all or part of a structure to another use <br /> group; <br />4) Install or alter any equipment which is regulated or required <br /> by this code; <br /> 5) Repair or replace damaged or deteriorated structural members; <br />6) Repair fire, tornado, flood or earthquake damage; <br />7) Rehabilitate a condemned structure or portion thereof; <br />8) Move a structure from one location to another; <br /> 9) Install dropped ceilings or otherwise create concealed spaces; <br />10) Install combustible wall paneling; <br />11) Install protective bars or grills on windows or doors; or <br />12) Board up or otherwise close up exterior wall openings. <br /> <br />111.6.1 Grading and Drainage: The site plan shall provide sufficient detail <br />to determine compliance with site grading and storm water drainage provisions <br />of this code and of applicable ordinances for the control, drainage and <br />discharge of storm water. <br /> <br />SECTION 112.0 PERMITS <br /> <br />112.1.1 Rejected Application: Rejected applications will be held on file for <br />60 days after the date of rejection. If the required information or correc- <br />tions are not received within this period of time, the application shall be <br />deemed to have been abandoned. <br /> <br /> <br />
