EXISTING STRUCTURES 103.4 Rehabilitation: Buildings existing prior to July 15, 1963, in which there is work involving repairs, alterations, additions or changes of use, shall be made to conform to the code by applying the requirements of Article 32 or the provisions of Articles 2 through 31. SECTION 108.0 PROFESSIONAL ARCHITECTURAL AND ENGINEERING SERVICES 108.1 Professionally Prepared Plans: All plans, computations and specifica- tions shall be prepared by or under the direct supervision of a registered architect or engineer, duly licensed in the State of Missouri to render this service and shall bear that architect's or engineer's seal. The code official shall be permitted to waive this requirement for miscellaneous structures of conventional construction (such as room additions, carports, garages, storage sheds, etc.). The cover sheet of each set of plans, computations and specifications submitted to the code official shall bear an original embossed or inked seal and an original signature of the registered architect or engineer. SECTION 109.0 DEPARTMENT OF BUILDING INSPECTION 109.1 Code Official: The term "department of building inspection" whenever employed herein shall be construed to mean the Department of Planning and Development of the City of University City and the term "code official" shall be construed to mean the building commissioner of the City of University City, or the duly authorized representative of the building commissioner. 109.2 Appointment: Is hereby deleted in its entirety. 109.5 Restriction on Employees:.. No official or employee connected with the department of building inspection, except one whose only connection is that of a member of a citizens board or commission shall be engaged in directly or indirectly with the furnishing of labor, materials or appliances for the construction, alteration or maintenance of any building within the City of University City, or the preparation of plans or specifications therefor, with- out the express approval of the City Manager, unless he or she is the owner of the building; nor shall such officer or employee engage in any work which conflicts with his or her official duties or with the interests of the department. SECTION 11t.O APPLICATION FOR PERMIT 111.1 When Permit is Required: It shall be unlawful to engage in any of the following activities without first filing an application with the code offi- cial in writing and obtaining the required permit therefor: 1) Construct, enlarge, alter, remove or demolish a structure; 2) Change the occupancy of a structure to one requiring greater strength, more exits, or increased sanitary provisions; 3) Change the use of all or part of a structure to another use group; 4) Install or alter any equipment which is regulated or required by this code; 5) Repair or replace damaged or deteriorated structural members; 6) Repair fire, tornado, flood or earthquake damage; 7) Rehabilitate a condemned structure or portion thereof; 8) Move a structure from one location to another; 9) Install dropped ceilings or otherwise create concealed spaces; 10) Install combustible wall paneling; 11) Install protective bars or grills on windows or doors; or 12) Board up or otherwise close up exterior wall openings. 111.6.1 Grading and Drainage: The site plan shall provide sufficient detail to determine compliance with site grading and storm water drainage provisions of this code and of applicable ordinances for the control, drainage and discharge of storm water. SECTION 112.0 PERMITS 112.1.1 Rejected Application: Rejected applications will be held on file for 60 days after the date of rejection. If the required information or correc- tions are not received within this period of time, the application shall be deemed to have been abandoned.
