Yard. An open space at grade on the same lot as a building or <br />structure located between the main building and the adjoining lot <br />line, and/or street line. The measurement of a yard shall be the <br />minimum horizontal distance between the lot line and the building <br />or structure. <br /> <br />REHABILITATION STANDARDS <br /> <br />The project area's rehabilitation standards shall include: <br /> <br />Compliance with Laws, Ordinances and Urban Renewal Plan. All uses <br />of land and construction of buildings shall conform with the <br />applicable laws, ordinances, codes, and regulations of the City of <br />University City and the State of Missouri, and with the officially <br />adopted Urban Renewal Plan for the Eastgate-Westgate Urban Renewal <br />Area. <br /> <br />2. Compliance with the Followinq Standards with Respect to <br /> Rehabilitation, Conversion of Alteration. <br /> <br />A. Plot Planninq - Residential, Non-Residential Uses. <br /> <br />1. Buildings on lots shall be eliminated when any of the <br /> following conditions are lacking: <br /> <br />a) <br /> <br />convenient access to and circulation around the <br />building for public services such as refuse <br />collection, fire protection or necessary utility <br />easements, <br /> <br />b) <br /> <br />adequate natural light and ventilation of interior <br />rooms, <br /> <br />c) reasonable privacy for each living unit, <br /> <br />d) exterior maintenance of building, <br /> <br />e) <br /> <br />adequate and sufficient space for shrubbery and <br />landscape design. <br /> <br />Accessory or auxiliary structures, fences, ashpits and <br />open incinerators shall be removed when any of the <br />following conditions exist: <br /> <br />a) structures obstruct light and air from doors or <br /> windows of any dwelling unit, <br /> <br />b) structures obstruct a safe means of access to any <br /> dwelling unit, <br /> <br />c) structures create fire and safety hazards, harbor <br /> rats, vermin or disease producing conditions, <br /> <br />d) structures are structurally unsafe, <br /> <br />e) structures are functionally obsolete, or <br /> <br />f) <br /> <br />structures generate smoke, air pollution or <br />otherwise endanger the safety or health of the <br />occupants of this or the adjoining premises. <br /> <br />Drainage of surface water shall be provided away from all <br />sides of all buildings and off the lot in a manner which <br />will prevent soil erosion and standing water and which <br />will minimize the possibilities of dampness in crawl <br />spaces and/or basements. <br /> <br />Driveways, walks and steps shall be provided and <br />maintained in good repair for functional, safe ane~ <br />convenient ascent and descent to and around th <br /> <br /> PA: . 706 <br /> <br /> <br />
