of broken glass from the premises and shall temporarily board up <br />the affected opening with suitable material to provide protection <br />from the elements and to prevent entry of insects, birds or animals <br />and to provide security to the occupants and contents of the <br />building. <br /> <br />Since the presence of boarded-up buildings, particularly those <br />where the boarding is unpainted or applied in an insecure, <br />careless, or unpresentable fashion invites vandalism and creates a <br />blighting influence which adversely affects the general welfare of <br />the people of this City, it is hereby required that all boarding-up <br />of exterior openings be accomplished in a neat, workmanlike manner <br />with not less than one-half inch thick, weather resistant plywood, <br />cut to fit within openings, securely fastened in place and coated <br />with an appropriate neutral color blending with or harmonizing 'with <br />the exterior colors of the building so as to be as inconspicuous as <br />possible. It shall be the duty of the code official to notify the <br />owner or other person responsible, not complying with the above <br />requirements, of the necessity of compliance, giving a period of <br />not more than ten working days in which to replace the broken <br />glass, or repair, replace or paint the boarding. This notice shall <br />be given in the manner required by section PM-112.0 and it shall be <br />unlawful for any person to fail to comply with the order of the <br />code official contained in such notice. <br /> <br />The boarding up of exterior wall openings of occupied structures <br />shall be limited to temporary use unless the assemblage of material <br />used fully meets the fire resistance requirement of the building <br />code and has been installed in accordance with the conditions of a <br />duly issued building permit. If any part of a boarded up building <br />is occupied, it shall be the duty of the code official to notify <br />the owner or other person responsible, giving them a period of not <br />more than ten working days in which to replace the glass or remove <br />the temporary boarding and replacing it with permanent construction <br />meeting the requirements of the building code. This notice shall <br />be given in the manner required by section 17-106 and it shall be <br />unlawful for any person to fail to comply with the order of the <br />code official contained in such notice. <br /> <br />PM-302.12 Insect screens <br />During the period from April 15 to November 15 every door, window <br />and other outside opening used or required for ventilation purposes <br />serving any building containing habitable rooms, food preparation <br />areas, food service areas, or any areas where products used in food <br />for human consumption are processed, manufactured, packaged or <br />stored, shall be supplied with approved tightly fitting screens of <br />not less than 16 mesh per inch and every swinging door shall have <br />a self-closing device in good working condition. <br /> <br />Exception:Screen doors shall not be required for out-swinging doors <br /> or other types of openings which make screening impractical, <br /> provided other approved means, such as air curtains or insect <br /> repellent fans are employed. <br /> <br /> <br />
