amended by additions, insertions, deletions and changes, including the changing of <br />subsection titles and the addition of new subsections, so that such amended and added <br />subsections read as follows: <br /> <br />( CHAPTER I ADMINISTRATION ) <br /> (SECTION 101.0 SCOPE) <br /> <br />101.1 Title: These regulations shall be known as the Building Code of the City of <br />University City, Missouri, hereinafter referred to as "this code". The terms: "name of <br />jurisdiction" or "local jurisdiction" wherever employed herein shall mean the City of <br />University City, Missouri. <br /> <br />(SECTION 102.0 APPLICABILITY) <br /> <br />102.3 Determination of essential requirements: Any requirement relative to the <br />manner of construction or material to be used in the erection , addition, alteration, <br />repair, removal, demolition, installation of service equipment and the location, use, <br />occupancy or maintenance of all structures, which is essential to insure public safety, <br />health or welfare, and which is not specifically covered by the provisions of this code, <br />shall be as determined by the code official, on the basis of the legislative intent of this <br />code as set forth in Section 101.4 and the provisions of this code for similar or related <br />matters. <br /> <br />(SECTION 104.0 DEPARTMENT OF BUILDING INSPECTION) <br /> <br />104.1 Code official: The term "department of building inspection" whenever employed <br />herein shall be construed to mean the Department of Planning and Development of the <br />City of University City, Missouri and the term "code official" shall be construed to mean <br />the building commissioner of the City of University City, Missouri or the duly authorized <br />representative of the building commissioner. <br /> <br />104.5 Restriction on employees: No official or employee connected with the <br />department of building inspection, except one whose only connection is that of a member <br />of a citizen board or commission, shall be engaged, directly or indirectly, with the <br />furnishing of labor, materials or appliances for the construction, alteration or <br />maintenance of any structure within the City of University City, or the preparation of <br />construction documents thereof, without the express approval of the City Manager, unless <br />that person is the owner of the structure; nor shall such officer or employee engage in <br />any activity or work which conflicts with his or her official duties or with the interests <br />of the department. <br /> <br />(SECTION 107.0 APPLICATION FOR PERMIT) <br /> <br />107.1 When permit is required: It shall be unlawful to engage in any of the following <br />activities without first filing an application with the code official in writing and obtaining <br />the required permit therefor: <br /> 1) Construct, enlarge, move, remove or demolish a structure or part thereof; <br /> <br />-2- <br /> <br /> <br />
