PM-304.11.3 Board up: Since the presence of boarded-up buildings, particularly <br />those where the boarding is unpainted or applied in an insecure, careless, or <br />unpresentable fashion invites vandalism and creates a blighting influence which <br />adversely affects the general welfare of the people of this City, it is hereby <br />required that all boarding-up of exterior openings be accomplished in a neat, <br />workmanlike manner with not less than one-half inch thick, weather resistant <br />plywood, cut to fit within openings, securely fastened in place and coated with <br />an appropriate neutral color blending with or harmonizing with the exterior colors <br />of the building so as to be as inconspicuous as possible. It shall be the duty of <br />the code official to notify the owner or other person responsible, not complying <br />with the above requirements, of the necessity of compliance, giving a period of <br />not more than ten working days in which to replace the bwken glass, or repair, <br />replace or paint the boarding. This notice shall be given in the manner required <br />by section PM-112.0 and it shall be unlawful for any person to fail to comply <br />with the order of the code official contained in such notice. The boarding up of <br />exterior wall openings of occupied structures shall be limited to temporary use <br />unless the assemblage of material used fully meets the fire resistance requirement <br />of the building code and has been installed in accordance with the conditions of <br />a duly issued building permit. If any part of a boarded up building is occupied, <br />it shall be the duty of the code official to notify the owner or other person <br />responsible, giving them a period of not more than ten working days in which to <br />replace the glass or remove the temporary boarding and replacing it with <br />permanent construction meeting the requirements of the building code. This <br />notice shall be given in the manner required by section 17-106 and it shall be <br />unlawful for any person to fall to comply with the order of the code official <br />contained in such notice. <br /> <br />PM-304.11.4 Shades: Shades, blinds, drapes and curtains which are visible <br />from the exterior shall be maintained in good condition or they shall be removed. <br /> <br />PM-304.12 Insect screens: During the period from April 15 to November 15 every <br />door, window and other outside opening used or required for ventilation purposes serving <br />any building containing habitable rooms, food preparation areas, food service areas, or <br />any areas where products used in food for human consumption are processed, <br />manufactured, packaged or stored, shall be supplied with approved tigh~y fitting greens <br />of not less than 16 mesh per inch and every swinging door shall have a self-closing <br />device in good working condition. <br /> Exception: Screen doors shall not be required where other approved means such <br /> as air curtains or insect repellent fans are employed. <br /> <br />PM-304.13 Doors: All exterior doors and hardware shall be maintained in good <br />condition. Locks at all entrances to dwelling units, rooming units and guest rooms shall <br />tigh~y secure the door. Exterior doors used as a common means of egress for more than <br />two dwelling units shall have a self-closing device in good working order, in order to <br />protect against the entry of rats and other vermin. <br /> <br />_I2_ <br /> <br /> <br />
