The Authority is a public body, corporate and politic, <br />established pursuant to Sections 99.300 - 99.715 of the Missouri <br />Revised Statutes and possessing all the powers granted therein. <br /> <br /> F. The building at 6346-70 Delmar Boulevard, University <br />City, Missouri (the "Tivoli Building") suffers from extreme <br />deferred maintenance and is in deteriorated and insanitary <br />condition. <br /> <br /> G. The Tivoli Building is located in the Eastgate-Westgate <br />Urban Renewal Project Area, NOR-43, a land clearance for <br />redevelopment project area established pursuant to Chapter <br />99.300-715 of the Missouri Revised Statutes. <br /> <br /> H. The City Council of the City has found the Eastgate- <br />Westgate Urban Renewal Area to be a blighted area in need of <br />redevelopment, and the Authority has facilitated the <br />redevelopment of many insanitary, deteriorated and substandard <br />properties within said Area. <br /> <br /> I. The Tivoli Building is located in the heart of the <br />revitalized "Loop" neighborhood, and various aspects of the <br />Tivoli Building have historic and architectural significance, <br />including the front facade of the Building and the movie theatre <br />lobby. <br /> <br /> J. The City and the Authority wish to ensure that certain <br />public improvements are carried out with respect to the Tivoli <br />Building, that the blighted condition of the Tivoli Building is <br /> <br />STL-29258~ <br /> - 2 - <br /> <br /> <br />
