<br />EXHIBIT A <br /> <br />recyclable materials designated by St. Louis County Waste Management <br />Code, Chapter 607. <br /> <br />"Residence" or "Residential," with regard to the collection and <br />disposal of solid waste accumulated in the city, refers to single-family, two- <br />family, three-family, and four-family residences located within the city; all <br />other solid waste collection and disposal services shall be "non-residentia1." <br /> <br />"Rubbish" means nonputrescible solid wastes, consisting of both <br />combustible and noncombustible wastes such as paper, cardboard, tin cans, <br />ashes, wood, metal, plastics, glass, bedding, crockery and similar materials. <br /> <br />"Scavenging" means the removal of items from a solid waste <br />container by persons other than the city and persons authorized under this <br />chapter to use the solid waste container. <br /> <br />"Solid Waste" is defined as garbage, rubbish, durable goods (e.g., <br />appliances, tires, batteries), nondurable goods (e.g., newspapers, books, <br />magazines), containers and packaging, food wastes, yard trimmings, and <br />miscellaneous organic wastes from residential, commercial, and industrial <br />sources and any other discarded materials, including solid, semisolid, or <br />liquid resulting from residential, commercial and community activities. <br /> <br />"Yard waste" means organic material consisting of tree trimmings and <br />brush, leaves, grass clippings, and other forms of organic garden waste. <br /> <br />8.12.020 <br /> <br />Scope of chapter; director of public works to enforce. <br /> <br />A. The city shall be the exclusive collector of residential solid <br />waste and shall collect such solid waste at such intervals of time that is <br />deemed necessary for the public's health and safety. The city may collect <br />non-residential solid waste as determined by the director of public works. <br />Prohibited solid waste shall not be collected by the city unless authorized by <br />this chapter or the director of public works. In collecting solid waste the city <br />may use city personnel and equipment or may contract for such collection. <br /> <br />B. The director of public works shall enforce this chapter to the <br />extent provided herein and shall have the authority and responsibility to (1) <br />establish and revise regulations concerning the storage, collection, <br />conveyance, and disposal of all solid waste accumulated within the city, <br /> <br />5 <br />
