<br />EXHIBIT A <br /> <br />including the frequency of collection and the type and location of solid <br />waste containers, and (2) grant exceptions to such regulations, and the <br />requirements of this chapter, when strict compliance is not necessary to <br />promote the intent of this chapter and when such exceptions alleviate <br />unnecessary hardship or practical difficulty. <br /> <br />C. The director of public works shall establish collection routes <br />and schedules for residential and non-residential solid waste. The director of <br />public works shall promulgate regulations regarding solid waste <br />management. <br /> <br />8.12.030 <br /> <br />Ordinance violations; public nuisance. <br /> <br />A. It is unlawful for any person to store, collect, convey, or <br />dispose of solid waste except as provided by or permitted in this chapter, or <br />to use any land, premises or property within the city for the dumping or <br />disposal of any solid waste, except at a city-authorized facility. <br /> <br />B. No person shall, with the intent of avoiding the requirements of <br />this chapter, deposit solid waste into any solid waste container other than a <br />container issued by the city to, or for the benefit of, said person or the <br />property at which said person resides, except as provided by the provided by <br />Section 8.12.230 E(l) or otherwise provided by the director of public works. <br /> <br />C. No person shall cast, place, sweep, or deposit anywhere within <br />the city any solid waste into any water or watercourse or in such a manner <br />that it may be carried or deposited by the elements upon any street, sidewalk, <br />alley, sewer, parkway, or other public place, or into any occupied premises <br />within the city. <br /> <br />D. No person shall treat or dispose of solid waste through incineration, <br />burying, littering, or in any manner other than as permitted in this <br />chapter. <br /> <br />E. Owners, lessees, and occupants shall maintain in a clean and <br />orderly condition that part of the premises which extends between side yard <br />lot lines, extending from the back property line or centerline of the alley to <br />the curb line of the fronting street. <br /> <br />6 <br />
