<br />EXHIBIT A <br /> <br />F. It is unlawful for any person to accumulate, permit the <br />accumulation of, or transport solid waste in open beds of trucks or <br />otherwise in such a manner as to permit solid waste to be carried or <br />deposited in or on any private property, or any watercourse, or on any street, <br />sidewalk, alley, sewer, parkway, or other public place. <br /> <br />G. Ownership of solid waste set out for collection by the city shall <br />be vested in the city, and scavenging in or from any solid waste container or <br />in or from any container designated for recyclables is prohibited. <br /> <br />H. Any person violating any provision of this chapter, or any <br />regulation of the director of public works, shall upon conviction be subject <br />to punishment as provided in Section 1-12 of the Municipal Code. Whenever <br />any act is prohibited by this chapter, or by any rule or regulation adopted <br />hereunder, such prohibition shall extend to and include the causing, <br />securing, aiding, or abetting of another person to do said act. <br /> <br />I. It is unlawful for any person to cause, allow, or maintain for a <br />period in excess of eight days any accumulation of solid waste in or on any <br />premises, structure, lot, land, or property within the city, and such <br />accumulation is declared a public nuisance abatable pursuant to Chapter 8.24 <br />of the Municipal Code. The cost of any such abatement may be added to the <br />annual real estate bill for the property and collected in the same manner and <br />procedure for collecting real estates taxes as provided in Section 8.24.095. <br /> <br />8.12.040 <br /> <br />Private collectors. <br /> <br />"Private collectors" are contractors using the streets of the city for the <br />transportation of solid waste, whether for non-residential solid waste <br />accumulated within the city or any solid waste generated outside the city. <br />Private collectors shall (1) use a watertight vehicle provided with a tight <br />cover and so operated as to prevent offensive odors escaping there from and <br />solid waste from being blown, dropped or spilled and (2) comply with all <br />applicable provisions of this chapter and all regulations promulgated by the <br />director of public works. The director of public works shall have the <br />authority to make such other reasonable and necessary regulations, <br />consistent with the provisions of this chapter, concerning such individual <br />and non-residential storage, collection, transfer, and disposal of solid waste. <br /> <br />7 <br />
