Session 1794
October 16, 2000

COMPANY HOURLY NOT TO EXCEED
RATE HOURS

Hende/Lawncare $135.00 240
Top Care, Inc. $115.00 240
Shield Shade Tree $120.00 240

The Public Works department performed an inspection of the facilities and equipment of
each bidder. The evaluation concluded that Shield Shade Tree does not meet our
specifications. Therefore, Mr. Ollendorff recommends an award be made to Hendel
Lawncare for $32,400 and Top Care, Inc. for $27,600. Both companies assisted with leaf
collection last Fall and provided us with good service.

Mr. Wagner moved approval of the consent calendar. Mr. Sharpe seconded the motion,
which carried unanimously.

AGENDA NO. 2 - LIQUOR LICENSE - 7733 OLIVE BLVD.:

An application for a license to sell beer and wine by the package only at this specialty
grocery has been reviewed. The owners appear to meet all requirements as far as their
background is concerned. Since we already have a large number of liquor licenses of
various types along Olive Street Rd. the Council should exercise due caution to ensure that
we do not end up with too many liquor outlets. Mr. Ollendorff recommends that the
applicant be asked to voluntarily present a site plan greatly limiting the space and
prominence devoted to alcoholic beverage products. If the applicant can prove that limited
specialty items are the extent of his interest in this type of sales the Council may wish to
approve. The store has operated for substantially more than the typical one year waiting
period before license issuance.

Mr. Wagner moved that the business should be encouraged to present a site plan as
recommended by the City Manager prior to discussing a liquor license. Mr. Sharpe
seconded the motion, which carried unanimously.

AGENDA NO. 3 - SITE PLAN 7320-7330 FORSYTH:

Mr. Ollendorff recommends approval of the proposed site plan with conditions that would
allow the construction of a 3-story twelve unit garden apartment building to be located on
the south side of Forsyth between Lots 7320-7330. Although the Comprehensive Plan

3
