Session 1795
October 21, 2000

Council's direction on whether the City should rehab the pool or replace the pool. The
sense of Council was that rehabbing the pool would be more beneficial and cost efficient in
the long term.

AGENDA #3 - COUNCIL TRAVEL POLICY:

Mayor Adams asked if the travel subcommittee had come up with any recommendations.
Mr. Lieberman, chair of the subcommittee, had sent some recommendations to his
colleagues Ms. Colquitt and Mr. Schoomer, but had not had the opportunity to hear their
comments as of yet. Mayor Adams asked the committee to please come up with some
recommendations by the next study session.

AGENDA #4 - CREDIT CARD FOR COUNCIL:

It was recently brought to Council's attention that the American Express Business Travel
Account program was canceled by American Express and that the Council would not have a
credit card to use for travel expense purposes. After some discussion about what the best
type of program would be and how to properly and judiciously use a new credit card
program, the Council directed Mr. Ollendorff to find a credit card program to use just for
Council hotel and airfare costs only. He also directed the travel subcommittee to place
verbage concerning the proper use of the card in the Council Travel policy.

AGENDA #5 - RETURNING ARTIST SERIES GRANT:

Council discussed the importance and the need of budgeting an annual amount for the Arts
and Letters Commission Returning Artist Series. The Council did not see a problem with
granting them $1,500 this year, but they need to provide a letter to justify future amounts
which can be placed in the City's budget on an annual basis.

AGENDA #6 - LOOP DEVELOPMENT:

Mr. Schoomer reported to Council that there were three businesses that were experiencing
the need to expand: Momentum, Fitz's and the Smith Hardware lot. He advised Council
that now was the time to start thinking of possibly putting up parking decks, behind
Blockbuster and maybe others closer to these other businesses. After discussing at length,
the Council decided to look at possible bond issues. The City Manager cautioned that this
might not be the best thing to do, however, until after the Census Data is received. Council
agreed to wait for this information, but this problem should receive priority attention.

2
