Session 1795
October 21, 2000

AGENDA #7 - LOOP NAME:

Mr. Ollendorff reported that the Loop Special Business District voted to change the U. City
Loop name from the "U. City Loop" to "The Loop" in order to make it easier for the East
Loop to be included with the U. City Loop designation. Mr. Ollendorff disagrees and that
the U. City Loop should remain the U. City Loop. Council agrees and asked Mr. Ollendorff
to express our opinion to the Loop Special Business District.

AGENDA #8 - SPECIAL EVENTS BUDGET (TOUR DE LOOP BIKE RACE):

Mr. Ollendorff reported to Council that the City generally provides support in the form of
security, ambulance, clean up, street block-offs for events that seem to provide a great
benefit to the City. The recent Tour de Loop Bike Race had written a letter requesting a
reimbursement of money for police officer overtime. They felt they had provided the city a
great benefit and therefore, believed that these services should have been donated. Mr.
Ollendorff disagrees and does not wish to reimburse the funds. The City Council directed
that this organization should be encouraged to find more sponsors to help pay their bills
and agrees with Mr. Ollendorff that the money should not be refunded. There was also
some discussion to set up a special events budget in the City's budget to be utilized for
these types of requests when they seem to provide greater benefit to the City.

AGENDA #9 - PROPOSED RENAMING OF MILLBROOK TO FOREST PARK:

Mr. Ollendorff reported that the County had requested that the City consider letting them
rename Milbrook to Forest Park Parkway to minimize confusion, since it is named this
before and after University City. Council has no problem with changing the name.

AGENDA # 10 - WASHINGTON UNIVERSITY TAX PAYMENT:

Mr. Lieberman wanted an update as to what was happening with the loss of tax situation
with Washington University buying out U. City property. Mr. Ollendorff said that he and
the Mayor had met with them last year about a payment in lieu of tax proposal. They have
written a couple of letters to them about it as well. There has not been any formal
response from them as of yet. He and the Mayor will continue to try to reach them about
this problem.

AGENDA #11 - INFORMATION TECHNOLOGY PROPOSAL:

Mr. OIlendorff reported that a proposal from REJIS was received to analyze all of the City's
computer systems for $7500.
