Traffic Commission
6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 505-8560, Fax: (314) 862-0694
of Limit Ave. All of the containers that residents had prior to the building being renovated
were located through the alley. Once the building was renovated a new dumpster/trash
receptacle enclosure facing Limit Ave was constructed. Thus it was decided that the
dumpsters/trash receptacles would be relocated from the alley to Limit Ave.

On the trash collection days, carts have to be put on the street for the truck to be able to
pick up. Ms. Gutierrez explained that staff has met with the Sanitation Superintendent in an
effort to come up with a solution to this problem. The Sanitation Superintendent suggested
a parking restriction approximately 90ft long so that the trash truck can pull in and out of the
parking lane.

Mr. Gutierrez asked Mr. Bodman if things could go back to the way trash was placed in the
back of the building, and the response was negative. Ms. Gutierrez advised that at this
meeting the request is for the Traffic Commission to provide/agree with the list of the
affected properties by this change, to submit a petition to City Staff. The proposed list of
properties is: 727 Limit Ave, 733 Limit Ave, 721 Limit Ave, 722 Limit Ave, 718 Limit Ave and
714 Limit Ave.

Ms. Gutierrez explained that Limit Ave parking is in high demand for students during the
school year, thus every parking space counts.

Commissioner Barnes asked Ms. Gutierrez who the property owners are of the affected
properties. Ms. Gutierrez advised that two are private owners.

Commissioner Hales asked Ms. Gutierrez if the City owned the lot that is part of the
affected list of properties, and what is the City’s position on this. Ms. Gutierrez advised she
would have to look into it, if the City were to sign a petition.

Commissioner Hales asked where the people in the building park. Ms. Gutierrez advised
that they park in the front, and at the new parking lot recently completed by the property
owner.

Commissioner Warbin expressed that he has had to call to have cars ticketed.
Commissioner Warbin asked who is going to be there to call the police when the trash truck
finds that there is no place to park to pick up the dumpster. Commissioner Warbin
expressed that the parked cars will be an obstacle to the trash truck.

Commissioner Hales asked if residents who live where there are alleys, have the option to
use a roll out cart and roll it to the front of the property. Commissioner Wofsey advised that
in her neighborhood the residents have dumpsters for trash in the alleys and roll out carts
for their recycling.

Mr. Wilson advised that Staff is currently doing a survey in almost 1000 homes in the
northeast end as there are some complaints on having dumpsters and some residents
would prefer roll out carts. The survey is being done to determine if the area that want roll
out carts in the alley or into the front yard. Every alley does not have to be served by
Page 4
Traffic Commission Minutes – July 9, 2014
