Session 1799 <br />December 18, 2000 <br /> <br />the traffic study. Mr. Ollendorff replied that this is an existing condition. Thru trucks are <br />not allowed on Barby and that's why the first condition is that we continue all prior <br />conditions. Mr. Ollendorff continued by saying that they have spent some time ticketing <br />vehicles violating this condition and will continue to do so. The City also depends on <br />citizens to advise them when these things are happening, so a better job of enforcing <br />can be done. <br /> <br />AGENDA ITEM #6: REQUEST FOR PERMIT TO SOLICIT - FUND FOR PUBLIC <br />INTEREST RESEARCH (THE SIERRA CLUB): <br /> <br />The Fund for Public Interest Research is planning to conduct a door-to-door campaign <br />on behalf of the Sierra Club for the period January 1 through January 31,2001. They <br />will collect financial contributions and petition signatures. The organization has certified <br />that the cost of raising the funds in the solicitation will not exceed 25% of the total <br />amount raised. A representative of the organization has been invited to be in <br />attendance should the Council have any questions. Mr. Ollendorff recommends that <br />the Council grant the permit since all requirements have been met. <br /> <br />Mr. Schoomer moved approval. Mr. Sharpe seconded the motion. <br /> <br />In response to Mr. Lieberman, Mr. Ollendorff reported that they can solicit up 7p.m. in <br />the winter and 8:30 p.m. in the summer. Responding further to Mr. Lieberman, Mr. <br />Ollendorff reported that the solicitors had to report to the police department and register <br />and carry identification cards with them during the solicitation. <br /> <br />Jason Dunn, Community Outreach Director, 5900 Maryland Plaza, came up to answer <br />questions of Council. <br /> <br />Responding to Mr. Lieberman, Mr. Dunn said that it would be difficult to engage in a <br />personal connection with a person in political discourse in front of a business. He <br />believes that to hold a political conversation would be severely limited outside an <br />establishment. Mr. Lieberman stated that he was totally against door-to-door <br />solicitations, especially since we are trying desperately to maintain safety in our <br />neighborhoods. He does not want strangers in his neighborhood and he advises his <br />neighbors to contact the police when they see strangers so they can be picked up. <br /> <br />Mr. Wagner is starting to agree more and more with Mr. Lieberman on this issue. <br /> <br />The motion to approve carried 5 to 2, with Mr. Wagner and Mr. Lieberman voting Nay. <br /> <br />7 <br /> <br /> <br />
