Session 1797
November 13, 2000

#3 - Settincl Public Hearincl - Vacatincl of 2 Parcels of Land on West side of Harrison
between WaVne and Hawthorn: A request has been received to vacate two parcels of
land on the west side of Harrison between Wayne Ave. and Hawthorn PI. Staff's
evaluation of this requests reveals that there is no public benefit derived from City
ownership of this property. Mr. Rose recommends Council set a public hearing for
December 18, 2000 at 7:30 p.m. in these Council Chambers to hear public input on the
matter. Unless directed otherwise, staff will notify surrounding property owners of the
hearing.

Mr. Munkel moved approval of the consent calendar. Ms. Colquitt seconded the
motion, which carried unanimously.

AGENDA #2 - UNIVERSITY CITY COMPREHENSIVE PLAN:

The Plan Commission has adopted an update to our Comprehensive Plan which
provides a detailed description of each redevelopment area. The Plan Commission and
Planning department staff regularly review the plan to make sure that it is up to date. I
recommend that the City Council join in approving this update in order to make it clear
that redevelopment of selected areas in University City remains a very high priority.

Mr. Munkel moved adoption of the update. Mr. Lieberman seconded the motion.

Mr. Schoomer asked if this update required an enacting ordinance. The sense was that
it did not, but Mr. Rose will check into it to make certain it does not.

The motion to approve carried unanimously.

AGENDA #3 - LIQUOR LICENSE - 7401 PERSHING:

The City Council has been asked to approve a license to sell all kinds of intoxicating
liquor by the drink for consumption on the premises to the new owners of the
longstanding restaurant at this location. The applicants background review indicates no
negative comments and the police department reports that there have been no
problems at this location or at prior food service establishments owned by the
applicants. It appears that this license approval would be in order.

Mr. Schoomer moved approval. Mr. Munkel seconded the motion.

Mr. Lieberman noted that the application was by a non-owner and that the purchase of
this establishment was contingent on his acquiring a liquor license .and be able to reach
a lease agreement. He did not think that the Council would be ablE; to give a liquor
license to a non-owner of an establishment and apparently unless something has
