Session 1806 <br />March 19, 2001 <br /> <br /> BOULEVARD FFIOM "SFI" SINGLE FAMILY RESIDENTIAL DISTRICT TO "PA" <br /> PUBLIC ACTIVITY DISTFIICT; CONTAINING A SAVINGS CLAUSE AND <br /> PROVIDING A PENALTY. <br /> <br />The bill was given its second reading. <br />The bill was given its third reading. <br /> <br />Mr. Wagner moved adoption. Mr. Sharpe seconded the motion. <br /> <br />Mr. Wagner is happy to move adoption of this legislation. He has spoken with Rev. <br />Kinman and he is very impressed with his plans to move forward with this Activity <br />Center. He does not see this, in any way, being a detriment to the neighborhood. He <br />believes that it will be an asset to the community. <br /> <br />Mr. Lieberman had heard concerns about this because of the simple matter of rezoning, <br />regardless of who owns it. "PA" zoning does allow many other types of permitted uses <br />to come in here, which we may not have any control of later. Since that time, he has <br />talked to the Zoning Administrator and he has examined it from that point of view, as <br />well. He doesn't feel as concerned about the other permitted uses. Conditional uses <br />could take place in the "PA" zone, but the Council would have control over that. He <br />hopes they stay in there a long time, so we don't have to worry about it. <br /> <br />Mr. Wagner said if we can change the zoning map to PA, we can later change it back, if <br />the property changes hands. <br /> <br />Mr. Schoomer said that he is going to vote in favor of this measure, because we have <br />very little choice, being that it is for a religious use and being that there is a mandate for <br />use, but he must again decry the continued loss to our tax revenue and mostly to the <br />tax revenue to our schools from this ongoing assault on our tax base. This City has <br />always been friendly to not-for-profits and the like, but he really does not know how <br />much we can afford. <br /> <br />Mr. Wagner agrees, but if you look at the magnitude of what Washington U has done - <br />one day 72 properties are gone - let's not take it out on one or two organizations, after <br />what we let Wash U do. <br /> <br />The roll call vote was as follows: AYES: Ms. Colquilt, Mr. Munkel, Mr. Wagner, Mr. <br />Lieberman, Mr. Schoomer, Mr. Sharpe and Mayor Adams. NAYS: none. Bill number <br />8511 passed and became Ordinance number 6289. <br /> <br />13 <br /> <br /> <br />
